Tabac pushes for OVR implementation at brgy level enforcing waste segregation

LIGA ng mga Barangay Cagayan de Oro chapter president Councilor Marlo Tabac is lobbying for the implementation of the ordinance violation receipt (OVR) scheme at the barangay level to make it mandatory for residents to segregate their household wastes.
Tabac made the proposal during a press conference October 22 with Environmental Management Bureau (EMB) 10 director Reynaldo Digamo who inspected the city’s engineered sanitary landfill earlier in the day.
The landfill, which is 40 hectares wide, is expected to last only 20 years, taking into account both the existing and projected volume of garbage during the period.
Tabac lamented that waste segregation remains to be a problem at source and hopes that the OVR scheme will be one of the solutions to discipline the people.
Unique to Cagayan de Oro City, the ordinance violation receipt will be issued to erring individuals who have violated petty local ordinances such as traffic problems.
Each violation corresponds to a fine and if the fines are ignored and will accumulate, it could result to an arrest warrant.
Tabac said that the OVR scheme could be applicable to the garbage situation, too.
The local government, through the City Local Environment and Natural Resources Office (CLENRO) together with the Task Force Basura, is hopeful that garbage collection will soon return to normal and that the piling trash will be resolved before the deadline set by Mayor Rolando Uy for the group.
This comes after the EMB 10 gave a rating of 7 out of 10 to CLENRO’s efforts, along with the City Engineering Office, in rehabilitating the engineered sanitary landfill in Barangay Pagalungan, which had been neglected by the former private garbage collector.
During the visit of Digamo of EMB 10 October 22), together with Uy, the Task Force Basura and members of the media, they personally witnessed the significant progress made in response to the show cause order previously issued by EMB 10 due to violations in the operation and maintenance of the sanitary landfill.
According to Digamo, the city has already addressed the violations and he is confident that the proper operation of the sanitary landfill will now be maintained.
However, Digamo also clarified that no local government unit (LGU) in the region or in the entire country has ever achieved a “perfect score of 10” in landfill operations.
In line with this, Uy appealed for the cooperation of everyone—especially the barangays and communities—to comply with Republic Act 9003 (the Ecological Solid Waste Management Act), so that the city’s garbage problem can be sustained and ultimately resolved through collective effort.
