YESTERDAY was supposed to be a big day for Cagayan de Oro City Councilor Marlo Tabac.
It would have been the first assembly of the Liga ng mga Barangay in this highly urbanized city.
Lunches were already prepared for 80 persons – the number of the association’s members.
However, Tabac failed to rally the necessary number of attendees to qualify for a quorum.
According to the Liga ng mga Barangay local chapter by-laws, 42 attendees – representing their own village – is the minimum to achieve quorum.
The gathering was supposed to start at 8:00 a.m. at Philtown hotel.
Almost two hours later, only 25 attendees were present, forcing Tabac to declare non-quorum.
However, Tabac used the time to hear out the concerns of the barangay chairs and kagawads present.
The issues ranged from piled up garbage to fasttracking of barangay ordinances’ approval to even the provision of their own transport allowances each meeting.
Tabac urged his colleagues to support his presidency, saying doing so would be a big help to the city.
Tabac was previously ousted as Liga ng mga Barangay vice president due to his alleged discrepancies as barangay Gusa chair but the national council ruled that the ouster was not in order.
When his predecessor Yam Lam Lim stepped up as full fledged councilor, Tabac assumed the presidency of the Cagayan de Oro City chapter.
The Liga ng mga Barangay president automatically sits as a councilor.
