Congressman Bambi Emano of Misamis Oriental assumes the role of former Speaker Martin Romualdez. His Key Responsibilities are: 1. To preside over all sessions of the Lower House.
As Speaker of the House, he is the fourth-highest official in the Philippine government and serves as the political and administrative head of the House of Representatives.
Presiding and Legislative Duties: The Speaker of the House presides over sessions: Controls the floor during House meetings, recognizes members to speak, and keeps order and decorum. He rules on questions of order: Decides on parliamentary rules and procedures, subject to member appeals. Sets the legislative agenda: Directs the creation of priority laws, coordinates work with committee heads, and tracks measure progress with the Senate. Designates leaders: Appoints temporary presiding officers and assigns members to delegations or international parliamentary groups.
Administrative and Legal Powers: He signs official documents: Approves and signs acts, resolutions, warrants, subpoenas, and memorials issued by the House. Manages personnel: Appoints, suspends, disciplines, or dismisses House employees.
Supervises operations: He oversees administrative functions, prepares the annual budget alongside the Committee on Accounts, and monitors committee performance.
