MANILA – A tense exchange unfolded when Social Welfare Secretary Erwin Tulfo confronted Justice Secretary Boying Remulla, pressing him on the balance between legal frameworks and public interest.

In a pointed remark, Tulfo asked Remulla if he agreed that “the people stand above the law,” a statement that drew mixed reactions from lawmakers and spectators present. Tulfo appeared to be seeking affirmation, emphasizing that laws should serve the welfare of citizens rather than restrain them.

“The law exists because of the people, not the other way around. Mas mataas po ang taumbayan kaysa sa batas,” Tulfo declared, underscoring his belief that public welfare should take precedence when legal and moral principles clash.
