MANILA – Former Bulacan district engineer Henry Alcantara broke down in tears as he detailed an alleged scheme with former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo involving the manipulation of flood control project funds.
Alcantara admitted that the budget intended for flood control initiatives was allegedly diverted to benefit select politicians. He said the system had been in place for years and that his conscience compelled him to finally speak out.
The officials Alcantara named included Rep. Zaldy Co, Sen. Joel Villanueva, Sen. Jinggoy Estrada, former senator Bong Revilla, and former Caloocan representative Mitch Cajayon-Uy. According to him, public funds earmarked for community welfare were instead used as leverage for political gain.
It is still uncertain what actions the Senate or the Office of the Ombudsman may take in response to Alcantara’s statements, which came during hearings on alleged irregularities in infrastructure projects. Authorities are expected to gather more evidence to verify or dispute his claims.
As of press time, the lawmakers named in Alcantara’s testimony have not issued official statements. They are, however, expected to release denials or clarifications as the controversy continues to draw public and media attention.
