NorMin Agencies Tackle Infrastructure Safety, Hazard Monitoring in Q2 RDRRMC Meeting

CAGAYAN DE ORO CITY — A total of 74 representatives from government agencies, academic institutions, and scientific organizations convened on May 7, 2025, for the 2nd Quarter meeting of the Regional Disaster Risk Reduction and Management Council (RDRRMC) Prevention and Mitigation Committee, held at Dynasty Court Hotel.

The meeting, led by Engr. Romela N. Ratilla, CESO III, Regional Director of the Department of Science and Technology (DOST) Region X and Vice Chairperson for Disaster Prevention and Mitigation, emphasized inter-agency collaboration and science-based approaches to disaster resilience.

The agencies acknowledged the passage of the PHIVOLCS Modernization Act, calling it a major milestone for disaster science in the country.

PAGASA-Mindanao reported two low-pressure areas within the Philippine Area of Responsibility and persistent El Niño conditions. The agency also announced the operationalization of X-band weather radars in Bukidnon, enhancing rain monitoring across more areas in Mindanao.

PHIVOLCS OIC Engr. Rainier Amilbahar shared seismic and geohazard data, emphasizing the region’s vulnerability to liquefaction and tsunami events. He recommended that LGUs conduct “Walk the Fault” activities and integrate spectral acceleration maps and microtremor studies into planning.

The Department of Public Works and Highways (DPWH) presented updates on building and bridge assessments, noting that structural inspections are underway for facilities under DILG, DENR, and other agencies. The Old Tagoloan Bridge, previously slated for closure, has been reopened for motorcycles and tricabs after a successful appeal from the local government and new traffic measures.

DPWH also confirmed that the Puerto Flyover has been added to the bridge inventory and and is set for inspection this year.

The meeting also tackled the ongoing Infrastructure Audit (IA) Program, led by DILG with support from DOST, the Office of Civil Defense (OCD), and academic partners. A Training of Trainers will be conducted in June for civil engineers from LGUs and higher education institutions. Continuing Professional Development (CPD) points will be granted in partnership with the Professional Regulation Commission (PRC).

The Cagayan de Oro City Office of the Building Official (OBO) provided updates on local inspections, citing steady issuance of permits and occupancy certificates. Challenges include incomplete documentation and access issues, especially during the rainy season. An inventory of buildings constructed before 2012 will be presented in the next quarter.

“I am very delighted that the PrevMit Committee Meeting today invested considerable time discussing infrastructure audit. This concern is not only essential for building our region’s resilience, but is rather urgent,” said Mr. Dexter S. Lo, Xavier University Vice President for Social Development.

Before concluding, the committee agreed to submit consolidated accomplishment reports by June 20, 2025, and supported the proposed venue for the 3rd Quarter Committee Meeting: the PAGASA Planetarium in El Salvador City, which will highlight the region’s improved forecasting and early warning system.

The meeting reaffirmed Northern Mindanao’s commitment to advancing disaster risk reduction by aligning science, infrastructure, and governance for safer, more resilient communities. (Ada Bahian/DOST 10)
