The MOU institutionalizes the commitment between the two agencies and reinforces the shared commitment to uplift the Basic Sector Organization through access to DTI programs and services to improve their productivity, competitiveness, and economic well-being.
The agreement is the result of a courtesy visit by NAPC to DTI-10 in December 2025 where both agencies explored areas of cooperation to better support the grassroots communities.
Under the MOU, DTI-10 and NAP will work closely on sharing of information relevant to the program, conducting capacity-building activities, and engaging with stakeholders in the public and private sectors.
In his message, DTI-10 Regional Director Ruel Paclipan explained that in DTI’s business development, there is the “Level 0” that represents the basic sector or potential entrepreneurs who have yet to register their businesses.
He emphasized that the goal of the MOU is to help this sector advance to Level 1 and this begins through assistance and services provided by the Negosyo Center.
NAPC Assistant Secretary and OIC-Deputy Director General Mary Rose Villaflor also expressed the agency’s gratitude to DTI for the opportunity to strengthen its collaboration, particularly in supporting the basic sectors.
She further underscored the importance of business registration as a key step to accessing government programs and hopes that, through the MOU, members of the basic sector will be encouraged to register their businesses.
The MOU was signed by DTI-10 Regional Director Ruel Paclipan and NAPC Assistant Secretary and OIC-Deputy Director General Mary Rose Villaflor with NAPC Basic Sector Basic Coordination and Advocacy Service Director III Ana Cañeda, NAPC Regional Coordinating Officer for Region 10 Perigine Cayadong; and Regional Coordinator of the Regional Basic Sector Coordinating Council Cecilia Cabusas.END
