MINDANAO power consumers appeal to the Power Sector Assets and Liabilities Management (PSALM) to ensure that the generation rates of the Agus-Pulangi Hydroelectric Complex remain around its current levels mitigate the impact of the current energy crisis.
The Consumers for Renewable Energy Action in Mindanao (CREAM) said in a statement that “At this time when the country is on the brink of an economic meltdown because of soaring oil prices, it would be immoral to be even contemplate giving the Agus-Pulangi to the altar of profit.”
In a post on the CREAM Project Facebook page last April 7, 2026, the group laid three condition that PSALM needs to consider as the agency reviews the proposals to rehabilitate the key public power infrastructure of the island:
“CREAM is enjoining PSALM to ensure the following:
- No sharp increases from the current generation rate of the APHC at around P3/ kWh after the rehabilitation. At the current rate, the APHC is already giving the national government annual revenues of around P9 billion.
- Introduction of innovations that would diversify the island’s reliance to more renewable energy resources such as operating the Agus-Pulangi Hydroelectric Complex in tandem with solar energy.
- Transparency and consultative process. Mindanao power consumers – households, businesses, industries – should be consulted by PSALM before it makes any decision.”
The CREAM issued this statement a day after the Public-Private-Partnership Center (PPP) indorsed to PSALM the second unsolicited proposal for the rehabilitation of the Agus-Pulangi Hydroelectric Complex.
The Greenergy Development Corporation, a renewable energy firm based in Cagayan de Oro City submitted the proposal called: Rehabilitation of the Agus–Pulangi Hydropower Complex with Integration of Innovative Energy Solutions, for 33.85 billion.
Based on disclosures from the Public-Private Partnership Center (PPP Center), the PSALM is also negotiating with the consortium of San Miguel Global Power Holdings and Sta. Clara International Corp. for the rehabilitation of the Agus-Pulangi Hydroelectric Complex for P69.72 billion.
It was learned by BusinessWeek Mindanao that the proposal from Greenergy Development Corporation was developed in consultation with Mindanao power stakeholders.
A manifesto supporting the proposal with 21,259 signatures was submitted to President Bongbong Marcos Jr.
The proposal was also endorsed by the Mindanao Business Conference and the Mindanao Clean Energy Forum (MCEF).
The Call-to-Action of the 3rd MCEF held in Butuan City on November 19-20, 2025, included the following call, in support of the Mindanaoan initiative to rehabilitate the key aging power complex:
“We support the proposal to rehabilitate and up-rate the Agus-Pulangi Hydroelectric Complex (APHC), and operate it as a natural storage in tandem with strategically located solar-powered plants; introduce circular economy by using solar pumped storage to recycle waters cascading in the six Agus power plants; and more importantly, the entity that will rehabilitate, operate and manage the APHC should be owned partly by Mindanaoan energy stakeholders through a mass-based ownership mechanism in order to preserve the power complex’s obligation to serve and protect the interest of Mindanaoans.”
The Agus-Pulangi Hydroelectric Complex is composed of six cascading hydroelectric plants powered by Lake Lanao in Lanao del Sur and the Pulangi IV Hydroelectric Plant in Maramag, Bukidnon. It has a combined installed generation capacity of 1,001MW.
