Access to drinking water is a fundamental Human Right

Access to safe drinking water and sanitation are internationally recognized human rights, derived from the right to an adequate standard of living under Article 11(1) of the International Covenant on Economic, Social and Cultural Rights.

Yet it is ironic how despite the efforts of advocates ready and willing to bring this precious resource at least cost safely to the millions who need it the most, obstacles continue to be set up in their way.

Take the initiative of Cagayan de Oro-based JE Hydro & Bio-Energy Corp (JEHBEC) to set up a water treatment plant to distribute safe, potable drinking water direct to Kagay-anon Households & Business Establishments at no cost to the city government.

For this privilege, JEHBEC will only bill all users the actual volume of water they consume at P35.00 per cubic meter, no minimum volume per month required.

“This water will only cost you 70 centavos per 20 liters compared to the P30-35 residents are now paying for the same,” said Engr. Joffrey E. Hapitan, JEHBEC Chairman & CEO.

Furthermore, once connected, consumers no longer need to buy more expensive filtered
water for drinking and cooking, and pay for a minimum volume monthly which may be more than what they actually need.

But even more than this, JEHBEC believes the city needs to open the door to all water suppliers who wish to provide for the city’s water needs

“With competition, water providers shall be compelled to provide the best water services at the most competitive prices for all users and demographics.

In fact, Engr. Hapitan cites how residents of a locality now have the power to choose from two water providers.

“For drinking, cooking and washing of delicate garments they choose JEHBEC. For all other uses, they tap the other water suppliers.

JEHBEC believes opening the city to multiple water providers will best address the present water supply issues facing Cagayan de Oro, but best of all, give consumers the power of choice for who can best address their unique water needs.

“Access to Water is a Fundamental Human Right,” Engr. Hapitan stresses. “And the best way Cagayan de Oro can facilitate that access is to open the city to competition from all water providers.”
