ON October 29, 2025, at precisely 8:30 in the morning, the Philippine Drug Enforcement Agency Regional Office 10 spearheaded the conduct of Oplan Harabas in partnership with the Land Transportation Franchising and Regulatory Board (LTFRB), the Land Transportation Office (LTO), the Philippine National Police (PNP),
and the Highway Patrol Group (HPG).
The operation took place at two key locations in the City of Cagayan de Oro: the Eastbound Integrated Bus Terminal (Agora) and the Westbound Integrated Bus Terminal (Bulua).
The operation involved simultaneous surprise mandatory drug testing for drivers and conductors of buses, vans, taxicabs, and jeepneys at the designated locations.
In addition to the drug tests, distribution of Information, Education, and Communication (IEC) materials was carried out, along with the initiation of K9 paneling and inspections.
This initiative aims to prevent illegal drug traffickers from exploiting the busy
terminal operations and to protect passengers from drivers who may be under the
influence of illegal drugs.
A total of 109 drivers and conductors underwent the mandatory drug testing, of which seven (7) tested positive for methamphetamine hydrochloride during the said initial screening.
Further, those who tested positive for illegal drug use during Oplan Harabas have their driver’s licenses put on hold pending confirmatory tests, and they will be referred to their respective BADAC for proper intervention programs.
