Mindanao water districts rally behind beleaguered COWD board, oppose LWUA intervention

CAGAYAN de Oro Water District (COWD) chair Nelia Lee, currently set aside due to LWUA intervention, gestures as she expresses gratitude to her colleagues in the Mindanao Association of Water District for the solidarity in unanimously releasing a position paper expressing their concerns on the action of the Local Water Utilities Administration in intervening upon the policies and operations of COWD for six months.

The water district general managers numbering 117 of them, opined that the full intervention of LWUA is not the soiution in resolving the enforcement of the financial assistance contract between LWUA and COWD.

The association recommended that the Office of the Government Corporate Counsel (OGCC) – being counsel of the two entities – can mediate the matter.

The position paper was based solely on LWUA’s statement that its intervention was due to an alleged default in the financial assistance contract.

It did not mention anything on the root cause of the current situation – the internal dispute between COWD and its supplier Cagayan de Oro Bulk Water, Inc. PHOTOS BY MARK FRANCISCO
