CAGAYAN de Oro City Councilor Desiree Ann Dahino called for an expansion of the city’s anti-bullying ordinance.
In a special report during their weekly session October 20, Dahino said the ordinance needs to be updated because it was written in an era where social media wasn’t on mass consumed smart phones yet.
Enacted in 2013, the anti-bullying ordinance follows the template of Republic Act 10627 but merely focuses its implementation in schools.
But Dahino pointed out during the session last Monday that bullying has reached beyond the classroom and into teenagers’ phones.
“We are living in an era where one post can destroy a person’s dignity, and one viral video can break a young person’s will to live,” Dahino said. “Bullying is no longer a matter of teasing—it is a public health issue, a mental health issue, and a test of our collective conscience.”
The proposal will be calendared in a committee hearing.
