CAGAYAN DE ORO CITY — Barangay Lapasan has been officially recognized as one of the “Highly Functional Barangay Peace and Order Committees (BPOCs)” in Cagayan de Oro City, solidifying its position as one of the most consistent and high-performing barangays in maintaining safety, order, and community resilience.
The award was presented during the 4th Quarter Full Council Meeting of the City Peace, Development and Security Council (CPDSC) on December 10 at the City Tourism Hall. Lapasan earned its place among 21 barangays honored for their outstanding performance in crime prevention, community mobilization, anti-illegal drug initiatives, coordination with law enforcement agencies, and overall peace and order programs.
Barangay Lapasan’s success is credited largely to the dedication, hard work, and hands-on leadership of Punong Barangay Julito D. Ogsimer, whose tireless efforts have strengthened the barangay’s security programs and community partnerships. Under his leadership, the BPOC has consistently implemented proactive strategies, intensified patrol visibility, enhanced barangay-lawmaker coordination, and expanded community-based safety initiatives.
City Councilor Roger Abaday, Chairman of the City Council Committee on Public Order and Safety, led the awarding ceremony, joined by City Councilor Marlo Tabac, SK Federation President Kenneth John Sacala, and City DILG Director Ellaine Josephine Depaur.
Barangay Lapasan officials expressed their gratitude for the recognition, emphasizing that the award reflects not only the systems put in place but the united commitment of barangay workers, volunteers, law enforcement partners, and Lapasan residents—guided by the leadership of PB Ogsimer.
Lapasan’s recognition reinforces the city’s wider mission to strengthen community-based peace and order mechanisms and to promote safe, orderly, and progressive barangays across Cagayan de Oro.
