THE provincial government of Misamis Occidental under Governor Henry S. Oaminal is transforming the lives of 14,018 farmers cultivating 4,997 hectares through the Asenso Rice Farmers Full Assistance (ARFFA) Program.
In partnership with the Department of Agriculture (DA), the province delivers end-to-end support—from land preparation, seeds, and fertilizers to post-harvest services and direct rice-buying—increasing production, cutting costs and securing higher farmer incomes.
Under ARFFA, rice productivity in Misamis Occidental increased from 4.6 to 5.3 tons per hectare during Oaminal’s first term.
Farmers now enjoy guaranteed income as the provincial government buys palay at ₱2 higher per kilo than traders’ prices, with free milling services through LGU-owned rice facilities.
Meanwhile, consumers benefit from quality rice at just ₱20 per kilo through the Baratong Bugas para sa Misamisnon (BBM Rice), available in Kadiwa Centers in collaboration with FTI and NFA.
