CAMP EVANGELISTA, Cagayan de Oro City — The 4th Infantry (Diamond) Division, Philippine Army, through the initiative of the Office of the Assistant Chief of Staff for Civil-Military Operations (G7) led by Colonel Ricky L. Canatoy, successfully conducted a Multi-Agency Livelihood and Social Services Caravan for various People’s Organizations on April 08, 2026, at the 4ID Montalvan Hall, Camp Evangelista, Patag, Cagayan de Oro City.
The activity highlighted the government’s continued commitment to empowering communities, particularly former rebels who have returned to the fold of the law. As part of the initiative, a housing unit was formally turned over to the Anlag Ani Tapukanan Cooperative of Former Rebels, currently under the care of the 58th Infantry (Dimalulupig) Battalion, marking a significant milestone in their reintegration journey. The event was participated in by People’s Organizations from the 401st Infantry Brigade, 402nd Infantry Brigade, 403rd Infantry Brigade, and PRO-10, further strengthening collaboration and support among stakeholders.In his opening remarks, Col. Canatoy emphasized the importance of convergence among government agencies in addressing the root causes of insurgency through sustainable livelihood programs and responsive social services. He emphasized that such initiatives are vital in fostering long-term peace and development among People’s Organizations.
In a message, 4ID Commander Major General Michele B. Anayron Jr. extended his congratulations to all beneficiary People’s Organizations from different battalions and brigades. He expressed his hope that the assistance and livelihood support provided by partner agencies will be sustained and effectively managed to ensure long-term benefits for communities.
“This initiative reflects our collective mission to uplift lives and strengthen communities. We hope that the livelihood assistance provided by our partner agencies will be sustained and responsibly managed, serving as a foundation for long-term growth, stability, and lasting peace,” Major General Anayron Jr. added.
Key officials who graced the event included Director Jose Apollo Y. Pacamalan, Regional Executive Director of the Department of Agriculture, represented by Ms. Sofame Yanson, Project Development Officer of the Department of Agriculture Regional Field Office 10; Mr. Aldrin R. Baldonado, ELCAC Action Officer of the Department of Agriculture Central Office and Chairperson of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC); Ms. Jenet M. Cedeño, Peace Officer IV and Focal Person from the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU); and Police Brigadier General Christopher C. Abrahano, Regional Director of the Police Regional Office 10.
The caravan also featured the provision of various livelihood assistance and social services from participating government agencies, reinforcing the whole-of-nation approach in achieving inclusive peace and development.
This initiative underscores the unwavering commitment of the 4ID, in partnership with various stakeholders, to uplift the lives of communities and sustain the gains of peace through responsive and people-centered programs.
