As the Philippines surges toward sustainable, regionally inclusive growth, PHIVIDEC IA emerges as a critical growth catalyst beyond Luzon. Located in Misamis Oriental and home to one of the most expansive industrial estates in the country, PHIVIDEC IA is not only counterbalancing Metro Manilaโs congestion but also spearheading industrial transformation in Mindanao.
In the evolving narrative of the Philippine economy, industrial decentralization is no longer a bold experiment โ it is a national imperative. And at the forefront of this shift stands the PHIVIDEC Industrial Authority (PHIVIDEC IA), a Government-Owned and Controlled Corporation (GOCC) created through Presidential Decree 538 by President Ferdinand E. Marcos Sr. Strategically positioned in Northern Mindanao, PHIVIDEC IA is redefining the blueprint for future-ready economic zones in the country.

PHIVIDEC IAโs geographic advantage is one of its strongest suits. Anchored by the Mindanao Container Terminal (MCT) operated by International Container Terminal Services Inc. (ICTSI) โ one of the countryโs most modern seaports โ the estate benefits from seamless connectivity to both domestic inter-island routes and international shipping lanes.
Its proximity to Laguindingan International Airport, major road networks, and the regionโs business capital, Cagayan de Oro City, creates a well-integrated multimodal logistics corridor.
Located along the national highway, PHIVIDEC IA also has direct access to the resource-rich province of Bukidnon via a bypass road that leads directly to the MCT port. Through the
ButuanโCagayan de OroโIligan Road linking Agusan del Norte, Misamis Oriental, Lanao del Norte, and Zamboanga del Sur in Northern Mindanao, it lies within the only region in Mindanao which has arterial highways to all regions in the island.
With 3,000 hectares under its jurisdiction, PHIVIDEC IA houses a mix of heavy industries, agribusiness exporters, manufacturing plants, food and beverage producers, renewable energy developers, logistics hubs, as well as a hospital and a university โ making it one of the most diverse and investment-ready locations in the country.
It likewise hosts the TESDA Regional Training Center, on PHIVIDEC IA-donated land, now developing a P174.24-million mega training facility focused on advanced courses in robotics, automation, AI, and drone technology.

A National Agenda in Motion: Aligned with the PDP 2023โ2028
PHIVIDEC IAโs rise aligns with the Philippine Development Plan (PDP) 2023โ2028, which promotes balanced regional development, improved connectivity, and industrial modernization. The PDP specifically calls for expanding growth centers outside Metro Manila, and PHIVIDEC IA is uniquely positioned to serve as Mindanaoโs premier industrial gateway under this vision.
Its development is not just local โ it is a national agenda to decongest Luzon, bolster Mindanaoโs economic inclusion, and future-proof the Philippines against centralization vulnerabilities.
