CAMP EVANGELISTA, Cagayan de Oro City—The 4th Infantry (Diamond) Division reaffirmed its steadfast commitment to peace, security, and development in Northern Mindanao and the Caraga Region through its active participation in the 3rd Quarter 2025 Regional Peace and Order Council (RPOC) 10 and 13 Full Council meetings on September 23, 2025.
Major General Michele B. Anayron Jr., Commander of 4ID and the Vice-Chairperson of RPOC 10, personally attended the meeting at the N Hotel, Kauswagan, Cagayan de Oro City, where he joined local chief executives, law enforcement agencies, and other stakeholders in discussing priority concerns affecting regional security and development. Meanwhile, Brigadier General Consolito P. Yecla, the Assistant Division Commander of 4ID, represented the Command during the RPOC gathering at the Almont Inland Convention, JC Aquino Avenue, Butuan City, ensuring the Division’s unified presence and support across the region.
4ID discussed and presented updates on the Special Action Committee on Anti-Insurgency and Preventing Violence extremism from June 1, 2025, to September 20, 2025. The presentation highlighted the 4ID’s numerous combat and non-combat operation accomplishments, neutralization of several CPP-NPA Terrorists (CNTs), external defense efforts, and efforts on the Humanitarian Assistance and Disaster Response (HADR) preparedness.
Notably, in Region 10, the Joint Task Force Diamond has neutralized 33 CNTs, of which seven (7) were killed and 26 surrendered. The operations and revelations from former rebels (FRs) also led to the capture of 32 firearms. Meanwhile, in Region 13, 33 CNTs were neutralized, four (4) were killed, 27 surrendered, and two (2) were apprehended. In addition, 56 firearms were also captured. This further reflects the gains of sustained peace and security initiatives in both regions.
During both meetings, 4ID underscored its continued collaboration with partner agencies in addressing peace and order challenges while sustaining initiatives that promote inclusive growth and stability for communities.
Further, MGen Anayron also read the President’s pronouncement, wherein the Chief Executive reiterated the government’s firm commitment to upholding law and order and promoting community welfare through clear and decisive policy direction.
“This pronouncement resonates with our shared responsibilities here in the region; it reminds us that peace and order are not just the absence of conflict but the presence of safe, just, and resilient communities. As we proceed with today’s agenda, may we continue to uphold the spirit of collaboration and unity, ensuring that our policies and programs truly reflect the needs of the people we serve,” he added.
