Normin poverty incidence up, says PSA

CAGAYAN DE ORO CITY (PIA)–The Philippine Statistics Authority (PSA)-10 reported on CORDS X podcast, February 5, that the poverty incidence in northern Mindanao from 2018 up to 2021 has increased but insignificantly.

Janith C. Aves, PSA-10 officer-in-charge, shared that based on the first semester of 2021 result on poverty incidence among population, northern Mindanao is at 33.8%. Meanwhile, poverty incidence among families is 26.2%.

“If we compare the result in 2018 1st semester among the population of poverty incidence at 32% and among families at 25.6%, we can see that there is an increase in the poverty incidence in region 10 but statistically, the increase is not significant,” she said.

One of the basis for data on poverty statistics said Aves is the family income and expenditure survey which was conducted, July 2021 for the period January to June.  Meanwhile, the census of population in 2015 was also among the data sources for the poverty threshold.

There is an income gap, said Aves, which is measured using the average amount of income needed by poor families or poor population in order to get out of poverty.

This is expressed in relation to the poverty threshold. She explained, in region 10, the income gap is estimated at 27.9%. This means the average capita income for poor families is short by 27.9% in the poverty threshold.

Further, the region’s poverty threshold is 11,920 so 27.9% of this poverty threshold is P3,326. This is the needed additional monthly family income to stay out of poverty, she said.

On national ID, Aves shared Philsys registration as of last year, December 31, 2021 have recorded 2.4 million. For 2022, the target is 2.5 million. Registration centers for Cagayan de Oro are at SM CDO Downtown Premier and SM City Cagayan de Oro, Limketkai Center and CityMall Bulua. PSA will also hold mobile registration centers in barangays.

As of January 3, total IDs received by Philpost is 34,672 meanwhile 26,298 IDs have been delivered in their homes.

Aves also announced that starting February 2, PSA will only allow transaction of vital documents via online appointment.

This is in response to COVID-19 requirement of minimum public health standards and protocols such as social distancing, among others.

“Gibuhat ni sa opisina para dili magdasok ang mga tao nga sayo kaayo maglinya sa gawas even amid pandemic,” she says. 

(We are doing this in the office so that people will not crowd the area who fall in line outside even amid pandemic)

With this online appointment, they can control the people who will transact in their office. “For a day, we have 350 slots,” she adds.

Meanwhile, for those who do not want to set an online appointment, vital documents requests may be done through the local government units (LGUs) or Batch Request Query System (BREQs) partners in the area. In CDO, PSA have partnered with SM to cater to requests for vital documents.

PSA celebrates Civil Registration Month every February. Aves said they have listed numerous activities which includes motorcade, formal civil registration month launching, virtual quiz bee with local registry offices and inter-school quiz, several trainings on civil registration and infographics. Local civil registrars will also initiate mass weddings. There will also be a culmination for the activity. (JMOR/PIA-10)
