LAND Transportation Franchising and Regulatory Board (LTFRB) 10 director Abusamin Matuan said they are asking PUV operators and drivers for understanding due to the implementation of the Cagayan de Oro City government of its local public transport route plan.
In a memo issued June 4, the director reminded PUV operators that conducting a transport strike is a violation of LTFRB Circular 2011-004 which is the basis for the issuance of their certificate of public convenience.
He warned that their franchises may be canceled if they continue to incur these violations.
In a phone interview, Matuan expressed optimism that operators and drivers would come to accept and support the government’s mandate.
This, after reports have surfaced that some PUV operators and drivers in Cagayan de Oro City opted to rest their units these past two days due to the sudden LTPRP implementation.
Emelio Ranan, a driver of the Kauswagan liner, said they were not properly informed about the new routes, which were implemented abruptly.
The LTPRP was implemented by the Cagayan de Oro City government after LTFRB issued a letter last month, reminding them that they are obliged to implement the new routes in connection with the public transport modernization program of the national government.
At the same time, Matuan assured the public that their personnel have been working almost 24 hours since last Tuesday upon the start of the LTPRP implementation.
He also reported that transport cooperatives and corporations in Northern Mindanao have achieved 98 percent consolidation with approximately 700 units ranging from modern jeepneys to buses now operating across the region.
More than 100 modern public utility vehicles are currently serving routes within Cagayan de Oro City alone.
