Normin nfraCom highlights sector accomplishments

CAGAYAN DE ORO CITY (PIA)–The Northern Mindanao Regional Development Council (RDC)-10 Infrastructure and Utilities Development Committee (InfraCom) conducted its second quarterly meeting at the NEDA/RDC-10 Main Conference Room and via Zoom, the final committee meeting for term 2019-2022.  

“Let it be an assurance in whatever capacity that I can help NEDA and RDC-10, I will continue to do so,” presiding officer and outgoing RDC-10 InfraCom Chairperson, Misamis Oriental Governor Yevgeny Vincente B. Emano, said. Emano is the incoming representative of the second district of Misamis Oriental.

In said meeting, the RDC-10 InfraCom recommended the RDC-10’s approval and endorsement of the sector assessment and priority action areas contained in Chapter 19 “Accelerating Infrastructure Development” of the 2021 Regional Development Report. 

The report presents the significant accomplishments and performance of the infrastructure sub sectors through the major policies, programs, projects, and activities implemented in the region since 2017. 

It also contains the priority action areas that will be implemented for the rest of 2022 and the next planning period. 

The infrastructure sector includes subsectors on transportation, information and communications technology, energy, and infrastructure facilities such as flood control and drainage, irrigation, water and sanitation, solid waste management, and social infra facilities for health and education.

The committee also endorsed to the RDC-10 the FY 2023 supplemental budget proposed by the Department of Public Works and Highways Regional Office (DPWH)-10 amounting to P6.38 billion. 

Said budget includes priority programs, projects, and activities contained in the Regional Development Investment Program, the Three-Year Rolling Infrastructure Program, and part of statutory budget allocations that are deemed crucial for the region’s economic recovery.

The proposed operational manual for the Project Development Assistance Center (PDAC) in Region 10 was also endorsed by the Committee. The PDAC-10 aims to enhance the capacities of RDC-10 member-national government agencies, local government units, state universities and colleges, and other major stakeholders on project planning and development, project appraisal, review and evaluation, and project fund sourcing as support to planning, investment programming and budgeting processes.

The Cagayan de Oro Water District (COWD) also presented its proposed water supply improvement and rehabilitation projects in its service areas in Cagayan de Oro and nearby municipalities. The Committee requested the COWD to respond promptly to consumers’ complaints on adequacy of water supply and maintenance services.  

At the Committee’s final meeting, Emano presented InfraCom’s accomplishments for the term 2019-2022. The report highlighted the endorsements of the Opol-Naawan Expressway, 55 catalytic projects of the DPWH-10, major port developments, upgrading and expansion of Laguindingan airport, rehabilitation of the Agus-Pulangi hydropower Plants, PHIVIDEC Infrastructure Development Program for FY 2022-2028, and flood-risk management projects, among others to higher level bodies for consideration. 

The Committee sponsored 40 resolutions and supported three policy recommendations.  

An awarding ceremony was also held to honor and recognize the developmental efforts contributed by the Committee officers and members for said term. The awards were presented by RDC-10 InfraCom Chairperson Emano, RDC-10 Co-Chairperson (PSR) Dr. Modesto C. Babaylan, and EnP/Engr. Rosalyn Yparraguirre, technical coordinator of the Committee, representing RDC-10 Vice-Chairperson and NEDA-10 Regional Director Mylah Faye Aurora B. Cariño, CESO III.

“It’s been an honor working with you. It will not be the end but certainly a start where we will be able to continue and bring more developments in Region 10,” Emano said as the outgoing RDC-10 InfraCom chairperson for the term. (NEDA-10/PIA-10)
