Gov’t starts handing out cash aid to poor families

THE Cagayan de Oro City’s social welfare department has already started the distribution of the government’s Social Amelioration Program (SAP) to qualified beneficiaries which has been released in four phases, City Social Welfare and Development officer Michael Christopher Fabello said over the weekend.
    The first phase started Thursday (April 23) which prioritized the hinterland barangays of the city.
    Fabello explained that due to the volume of family beneficiaries (113,206 families in total), the department has not been able to deliver the payouts door to door.

The distribution is being done in public school campuses in their respective barangays.

Fabello clarified that they are still enforcing social distancing during the payouts and only those with barangay exit passes are allowed to proceed.

He also clarified that beneficiaries during this first phase are those who qualify under the conditional cash transfer but are not yet 4Ps beneficiaries yet i.e. poor and near poor. They will fill out the SAP forms on the spot and receive the payouts in return, totaling P6,000 for each beneficiary-family.

On April 24, Friday, the CSWD team covered the first district downtown barangays and last Saturday, they proceeded to complete barangays in the second district.

The second batch of the amelioration will be for those under the Listahanan 2015 of the Department of Social Welfare and Development (DSWD).

Fabello also clarified that although this Listahanan was conducted in 2015 and validated in 2018, it has already been updated and endorsed by the city government to DSWD for cross-checking and listing.

The third wave will be for the beneficiaries of DAFAC or the disaster assistance family access card. Qualified under DAFAC are the vulnerable poorest of the poor, irregular earners (indigents), porters, scavengers, (habal-habal, trisikad and motorela drivers) and ambulant vendors.

The fourth batch are for those who have applied for the COVID-19 intake card under DSWD’s appeal system. Qualified to apply under this scheme are those who have not been included in the earlier batches but who deem themselves as qualified to receive social amelioration in this crisis.
